Property Registration Certificate



At the start of the project Security Foiling worked as a consultant for a central government to increase the security of the country’s Property Registration Certificate The existing certificate was a heavily calendered paper with some level of security print which were personalised at 36 different property registration centres. The Government had identified that the Property Registration Certificate were being counterfeited and altered in order for unscrupulous individuals to:

  • Avoid Registration fees
  • Evade Property taxation
  • Pay reduced capital gains tax

Our brief was to devise a system that would allow the Property Registration Certificates throughout the 36 registration centres to be issued securely in a format that would be extremely difficult to counterfeit or alter.



We continued to use the same paper but made sure that a new design was used and the base certificate was pre-printed with suitable security print including UV, micro text, visible and invisible numbering.
The document was then personalised in the 36 different registration centres with the existing printers and the certificate was stamped with a bespoke Duogram™ which was personalised for each issuing site. This personalised “hologram foil” is highly tamper evident and therefore offers an extremely high level of counterfeit resistance and easy public recognition



The Duogram™ was applied with a hand fed MicroPOISE Mk2 desk top hot stamping machine with Sentry PC interface in the majority of the locations and with a MicroPOISE Mk2 Sheet feeder PRO for the 10 centralised locations. This allowed the Duogram™ to be applied in a secure format without misappropriation of the Duogram foil™.
Resulting Position
The new Property Registration Certificates are issued in an inherently secure environment and the next stage of the project is to re-issue the existing certificates.
